General Permits

Under DEQ's Permit Continuum concept, the Air Quality Division
(AQD) has issued general permits (GPs) for several categories of
industries (listed below). An Evaluation Memorandum is also provided
which explains the basis for the corresponding general permit. Note
that while the permit continuum concept still incorporates the current
two permit system (the AQD issues both an Authorization to Construct
and Authorization to Operate under the general permit), an increased
emphasis has been placed on streamlining the process by using a
simplified application, permit modification, and issuance process.
Most Authorizations need only meet Tier I public notice requirements,
and most facility changes are pre-approved so that modification
of the Authorization is not needed to add or remove equipment. See

(construction & operating) system.
Facilities within each industry category have similar operations,
emissions, and activities that are subject to the same standards,
limitations, and operating and monitoring requirements. Many of
the covered facilities are also subject to Federal Standards, such
as the New Source Performance Standards (NSPS) or National Emission
Standards for Hazardous Air Pollutants (NESHAPs). The industry-specific
applications and guidance forms simplify the process by relying,
as much as possible, on notifications required under the NESHAPs
or NSPS to obtain required information on facility emissions. Optional
forms are often included to assist in meeting these notification
requirements. The applications request only the information needed
to assure that the facility is eligible for the GP and complies
with its requirements.
