Proposed Regional Haze & Transport State Implementation Plan Revision (2013)
DEQ is taking comments and has scheduled a public hearing on a proposed Regional Haze SIP Revision. The public hearing is scheduled for Monday, May 20, 2013 from 1:00 pm to 3:00 pm at the DEQ headquarters, 707 North Robinson Avenue, Oklahoma City, OK 73102. The comment period is scheduled to end at the close of the public hearing.
Effective January 27, 2012, EPA partially approved and partially disapproved Oklahoma's Regional Haze State Implementation Plan (SIP) (76 FR 81727).
Oklahoma has prepared a proposed Regional Haze SIP Revision to address certain disapproved portions of the Regional Haze SIP related to the Best Available Retrofit Technology (BART) determination for American Electric Power/Public Service Company of Oklahoma's (AEP/PSO's) two 490-MW coal-fired steam electric generating units, designated as Units 3 & 4, located at Northeastern Power Station in Rogers County, Oklahoma. The proposal would also revise the Regional Haze SIP's Long Term Strategy and portions of Oklahoma's Interstate Transport SIP for the 1997 8-hour Ozone and 1997 PM2.5 NAAQS that EPA disapproved because they relied on disapproved portions of the Regional Haze SIP.
The proposed Regional Haze SIP revision was submitted to EPA Region VI on March 20, 2013, with a request for parallel processing under EPA policy guidance. At that time, DEQ also provided an opportunity for consultation on the proposed revisions to Federal Land Managers and border/potentially affected states, as required by EPA regulations.
