Regional Haze & Transport State Implementation Plan Revision (2013)

Background & Proposed Revision
Effective January 27, 2012, EPA partially approved and partially disapproved Oklahoma's Regional Haze State Implementation Plan (SIP) (76 FR 81727).

On March 7, 2014, EPA published a notice (79 FR 12944) in the Federal Register approving a SIP revision submitted by Oklahoma on June 18, 2013 to address certain disapproved portions of Oklahoma's Regional Haze SIP related to the Best Available Retrofit Technology (BART) determination for two 490-MW coal-fired steam electric generating units located at American Electric Power/Public Service Company of Oklahoma's (AEP/PSO's) Northeastern Power Station in Rogers County, Oklahoma. A separate notice published simultaneously (79 FR 12954) withdrew the EPA-issued Federal Implementation Plan as it relates to the subject AEP/PSO facility. The approved revision also satisfies the previously disapproved portions of Oklahoma's Interstate Transport SIP for the 1997 8-hour Ozone and 1997 PM2.5 NAAQS and the Regional Haze SIP's Long-Term Strategy, as those portions relied on the disapproved BART determination for the subject facility.

The proposed Regional Haze SIP revision and accompanying proposed appendices were submitted to EPA Region VI on March 20, 2013, with a request for parallel processing under EPA policy guidance. At that time, DEQ also provided an opportunity for consultation on the proposed revisions to Federal Land Managers and border/potentially affected states, as required by EPA regulations. DEQ provided public notice of the proposal beginning on April 18, 2013, and accepted comments through the close of the public hearing held on Monday, May 20, 2013 from 1:00 pm to 3:00 pm at the DEQ headquarters, 707 North Robinson Avenue, Oklahoma City, OK 73102. The revision process is documented in the body and appendices of the final submittal. EPA published its proposed action on the submittal on August 21, 2013 (78 FR 51686).
