The goals of the Department of Environmental Quality
(DEQ) are accomplished through the coordinated efforts of dedicated
people in the various Divisions. DEQ's Air Quality Division accomplishes
its goals through the following organizational framework.
Legal Counsel
works closely with AQD staff on rulemaking, permitting and enforcement
issues.
Emissions Inventory Section
maintains the emissions database and issues fee assessments.
Technical Resources & Projects Section
provides support for new initiatives, maintains and provides technical
expertise (TEAM database, AQ web pages, modeling, PSD increment
consumption, engineering analyses, data analysis, etc.) to all AQD
Sections, coordinates with local planning agencies, publishes the
quarterly Air Quality Update Newsletter, researches and prepares
special studies, coordinates with DEQ's Customer Services Division,
and implements ongoing programs (Lead-Based Paint Certification
& Accreditation Program, and
Air Toxics).
Monitoring Section collects
criteria pollutant samples and numerical data from ambient air monitors.
Monitoring staff also predict seasonal Clean Air Alerts and forecast
the daily Air Quality Index for Tulsa, OKC and Lawton.
Permits Section issues air
quality permits. The Existing Source Permit Unit issues air quality
permits for modification of existing sources while the New Source
Permit Unit issues air quality permits for new sources.
DEQ Regional Office at Tulsa
investigates complaints in Tulsa County and performs air quality
monitoring, inspections, permit writing, and other duties in the
eastern third of Oklahoma.
Compliance Section and Enforcement Section
work jointly to conduct inspections of all types and have recently
implemented a "cradle to grave" method of handling cases.
Compliance and Enforcement staff perform annual inspections to ensure
permit requirements are being followed, perform asbestos inspections,
investigate complaints to secure final resolution within 90 days,
perform inspections of facilities requesting permits, and investigate
potential violations of air quality rules referred from other Sections.
Follow-up inspections are made to verify violations or corrective
actions. If necessary, enforcement documents (Warning Letter, Notice
of Violation or Administrative Order) are issued.
SIP Planning researches, develops,
reviews, and updates air quality rules and strategies.
Quality Assurance ensures that
all scientific data obtained by the Division are valid and representative
through the use of "Quality Assurance Plans," audits,
data validations, and certifications of standards.
